A non-modal anchored overlay for lightweight additional UI.

States

Keyboard
- Escape closes the popover
- Tab may move into the surface when it contains focusable controls
- Outside dismissal closes when enabled
Accessibility
Keep non-modal behavior unless explicitly declared otherwise. Anchor and surface relationships must be programmatically exposed. Closing restores a predictable focus target, usually the anchor.
Motion
Short fade or anchored scale is common; under reduced motion, show and hide without scale.
